If I didn't misunderstand it, any wizard can learn to be an animagus. It's very difficult, but not impossible. The Maradeurs (even Peter) all have managed it. So one isn't suddenly an animagus but must train the transformation, even if one has talent in transfigurations. And Draco has neither shown such talent nor is he a person who is used to try very hard to reach something...
I agree with you, that the white ferret could be Draco's animagi form, but it's hard to believe that he actually maked an effort to learn it.
