No, Draco's not evil. He's not an angel, but he's no death eater. He couldn't kill Dumbledore, even though he didn't like him at all, so I doubt he could kill anyone directly. However, he did do some evil deeds, like putting poison in in the drinks and such. If Draco ever does become an actual death eater, he's not going to be a good one, because he won't kill anyone face-to-face. I really hope he does go to the good side; it would be so nice for him to become his own person instead of becoming his father.
