no he isnt evil, joining the death eaters was something that sounded like a quick route to power, also the threat of his family's death that made him carry out LV's tasks is in my view the big repenting factor, he obviously has some decncy for this reason, also when he lowered his wand before the other death eaters crashed onto the tower top shows that he was willing to give up his death eater role and accept help from those he would consider his enemies. Draco crying in the bathroom is the other synpathetic moment we have for this character.
He's not an evil character just a person with the quality of Slytherin house :ambition. The sorting hat barely touched his head before it belowed Slytherin.
