There is only one evil and it's Voldemort. We can't call Draco evil, because as you said he didn't kill Dumbledore. But Harry and Draco teaming up? No. No way. I don't think Rowling would do that. Since the first book he is the bad character and I don't see he is suddenly turning into a good person.

Draco is not evil, he is coward.
