Dumbledore said people under 4th year (under 14) could go if they were invited by someone older. I'm guessing that with a stunning sister like Fleur, the boys would be falling over themselves to look 'kind' and take her kid sister to the Yule Ball.
thants fine but you wouldnt get a 4th year taking a 8 year old regardless of how beautiful her sister is especualy when you dont here of her untill the 2nd task
