I think it's the lion like person, simply because the two things seem related. It's a long shot to say it is the DADA and I highly doubt that it is the Minister of Magic, because I'm pretty sure Harry will hear of this person very early on in the book, and Chaper 14 is a little late for that. However, with her recent books, there have been more and more chapters, and she said that he isn't going to be at Privet Drive for very long, so he could very well be starting school around this time, and it could be the new DADA teacher. I guess we'll have to wait and see for ay more difinitive proof, though.
